Torbay Licensing has a small team, and along with the Highways Dept. have a large area to cover, and with reduced budgets, it is understandable that rank improvements are maybe not a high priority.
We intend to build a strong partnership with Torbay Council, and use our development fund to help ease the burden of rank improvements costs. We believe that by working and supporting both Torbay Council and TLTA, we can help improve all aspects of Taxiing in Torbay.
